They are not the same kind of shy as Flutters or Marble, but they are still shy by definition.
 
If you look at the formal definition of shy you’ll find that the first definition is actually “bashful or retiring”. That clearly falls in line with Coco’s personality, as seen by how easily she blushes at the faintest praise.
 
Fluttershy and Marble easily fall into definition #2, “easily frightened or timid”. This needs no explanation.
 
Vapor aligns with definition #4, “reluctant or wary”. She is reluctant to take the spotlight (similar to Fluttershy in ‘Filli Vanilli’) and prefers to operate in the background.

Are Vapor Trail and Coco even considered ‘shy’? Yeah, they have a soft and sometimes submissive personality. But they don’t seem socially inept.

Yes! They drew Vapor as part of the Council of Shy Ponies. Maximum cuteness achieved. Also, really nice touch to have Marble’s bunny ears folded slightly. Really reflects her overall demeanor.
