It was a boss fight at the end of the quest. And yes, you defeat it and Tempest gloats about it.
Now I actually want to see if Tempest would have been stupid enough to attack an ursa minor head on.
There was an Ursa Minor in later scenes.
Unless there’s an ursa minor in this scene, this makes no sense.
