Actually assuming “The Journal of the Two Sisters is accurate then Starswirl may not be actually all that old (recall too when he is seen befriending Scorpan he has the white hair and beard but Celestia calls him “a young unicorn wizard”). That is if I recall right in the journal his hair and beard turned white from the strain when he tried to move the sun and moon on his own.
Plus we have no indications that the magic of a unicorn weakens with age.

Judging by Stygian’s response, they actually are. He outright says Twilight is almost as powerful as Starswirl.
Both Starswirl and the Pony of Shadows were weakened from being a thousand years in limbo. So they were able to stop him for that moment.
