Seems to me that Tempest’s reaction to Twilight in the last panel was the main reason for why this got tagged as Tempestlight.
Besides that, shipping – both in fandom and more to the point for tagging purposes – is not limited to full, developed romances. A one-sided attraction, an awkward and undeveloped relationship, one character just finding another attractive or the implication of a possible relationship are all situations that would warrant a ship tag.
