The reason the writers can’t publicly admit to reading fan fictions (or in Daniel Ingram’s case, listening to original fan songs) is so that no one can accuse them of stealing a story (or melody).
In theory, it would be okay for people who don’t have a major influence on the story to read fan fictions: layout artists, animators, storyboard artists, voice actors, sound editors…

Well they are not supposed to, only they know if they actually do.
They say they aren’t allowed. But they sure seem to know the darndest things the fandom’s produced.
The show staff have been known to look at artwork and fan videos/animations before. It’s specifically original stories and fan fictions they can’t read, and Daniel Ingram isn’t allowed to admit to listening to original songs, but he can listen to remixes of songs he wrote.
Where’s the fun in life without a little risk?
Well, In a Nutshell is just making jokes about episodes already written. It’s probably safe.
