That's something alot of people don't realize, every time they compare the two characters, but it feels like they only give Cozy a free pass, because she's a child.
^(I think she's secretly a midget.)^
I mean, I admit I used to be kinda part of that crowd whom hated Starlight for being a "karmiac houdini," but I got over it. (And I feel Starlight's done enough to redeem herself. Though, ironically, all the good she did just convinced fans she's a "Mary-Sue," and such, so she can't win either way.)
As for Cozy, I understand not every villain can be redeemed. (Heck, ironically Starlight is hated for being redeeformed, while people howl for worse villains to get redeemed instead.)
Not to mention, Cozy did imprison Starlight for who knows how long, (so in a way Starlight got punishment after all) and trying to get rid of all the magic in Equestria coud've been just as devistating as Starlight's time-travel fiasco. (But as I said, Starlight only wanted revenge on Twilight, and didn't understand the damage she caused, while Cozy did it for her own gain. So the characters' motives are quite different.)
