I’ve seen tutors for other colors before. Blue has a few. One of my favorite’s is the enchantment that replaces your drawing with searching your library.

At two mana, probably. Combining this with proliferate can get out of control very quickly, but the same is true for most counter-based cards.

And digiman’s right; black gets almost all unconditional tutor effects.
