It reminds me of the "surcoat":https://en.m.wikipedia.org/wiki/Surcoat knights wore over their armor, emblazoned with her cutie mark as a form of coat of arm (convenient for ponies that they come with a coat of arms built in, I guess). The point would be to help her soldiers identify her in combat. Nightmare Moon herself would probably not _really_ need that (how many black alicorns _are_ there?), but I would suppose that it's common for other high-ranking soldiers and she follows suit.
