Well if I was to contemplate what Anarcho monarchism(filthy Lunist)in an MLP Context would look like,I theorize it would be a society that is made up of a looses confederation of sovereign communities, towns and like(Maybe cities but that might concentrate too much power) united by the acknowledgement of a monarch who may have "nobles" in each community acting as representatives. But their governance would be limited. Nobles would mostly symbolic title given by the Alicorn monarch to display her Trust in them for previous status and/or accomplishments(town hero or respected elder) tying their authority to the Alicorn but with no power in that title itself beyond that.
The value of the monarch being an Alicorn who would have a "wisdom of Solomon" authority. Acting as a unifying figure of that society(all society's need some figure head to look up to, even anarchist),dispensing wisdom which could be the basis of communal laws when asked and acting as an arbitrator in disputes. They could also in times of Conflict rally the people, organizing them into appropriate self defense militias if necessary and using their powers to defeat threats to the system.
Otherwise the people pay no taxes to the Monarch and the Monarchs political power is very limited. The monarch may have a palace but it would have to be self-sustaing, but it would be easy for a Alicorn to continually find wealth to pay staff(by offering paid services, getting donations or finding treasure but not from taxes).
Obviously this could only work with magical long lived ponies. I have no idea how A human version would last as without vast magical power and venerable wisdom ,a human version of anarcho monarchy would probably get overtaking by some other force as all "anarchic systems" face that problem.
