Oh my god yeah. There’s the real disappointment there.
I think the same. Maybe there isn’t a really good relationship between them.
One of Tabatha’s ideas for episode 200 was about Rarity’s parents and speculating on why they’re so different from her.
To be honest, I always had feeling that Rarity’s parents weren’t best in parenitng her always going on holidays and leaving Sweetie with her older sister.

Sweetie Belle was put alongside her best friends.
They didn’t want to repeat the same people more than once.

Simplest explanation is that she’s best friends (Slice of Life level or not) with the Friendship Ambassador to the Dragon Lands.
EDIT: And at least they remembered Diamond Tiara, Silver Spoon, and Twist.
