Well, there may be many layers to it.
MLP is based mostly around friendship and is targeted at a younger audience. However, they know what the online fan base is like and they know ships are a big thing. Heck, a number of them are probably shippers themselves.
They throw in some traditional relationships for main characters like Sci-Twi/Timber and are working up Sunset/Flash because it’s easier for kid to understand.
However, gay relationships are still a contentious topic, at least in focus. In this very short they have a heavily implied gay couple at the beginning. But they are background characters. The creators are probably aware that involving the main characters in such a thing would lead to some backlash from parents and others. But, they also know that there is a large quantity of the older fan base who are just waiting for that official ship declaration.
There’s also a hard drawn line between those who see real life implications and those who just see fictitious characters.
So because of the target audience and themes the only real things they can do for the online base are references, winks and nods. In FiM they gave a nod to the popular Appledash shippers in the final episode. Through EQG they’ve giving winks for other popular ships such as Rarijack and Flutterdash. Mostly in specials.
I don’t think they are trolling. The creators are notably progressive so doubtlessly they would love the idea of some sort of official main character ship, but are aware of their position.
I could be reading way too deep into this, but I think it holds at least some merit.
As for the clip: On the surface it’s clearly platonic. But there are so many different lines that could have been used to get the sentiment across. They chose a line that could be interpreted in different ways. If what @northern haste says is true, then we have evidence that it has been interpreted in a non-platonic way and that it is indeed contentious.

I guess they can’t even handle friendship love
