Hmmm... if she invents The Royal Canterlot Voice on the spot, would that count as magic use?
That at least could be a good excuse so Anon could preserve both his authority and his eardrums. Tiny Tia might not understand the concept of magically amplifying a voice well enough to see his authority as being preserved though...
Come to that, that carrot is low enough that she could maybe use Earth Pony strength to jump that high... actually that wouldn't even require super-strength, but if it did that would qualify as magic.
