Yes, she’s wearing shorts. So those needs to be pulled down below the panties. She can have the shorts further down to better show off the panties, if that’s the goal.

mmm I don’t know, it looks similar to another, but I’m a fan of this artist who respects the proportions and expressions of the series as such, so all right
 
I’m the original commissioner. This version is here is the one I wanted (including Lyra wearing a skirt instead of her shorts) as I didn’t explain it clearly when the artist did the first one. However if people prefer the other version then that’s totally fine.
