It’s a response to a comic where Rainbow Dash laughs at Scootaloo, who is wearing diapers for some reason. Fluttershy is trying to diaper Dash as punishment for hurting Scoots’ feelings.

This seems like a plausable scene. Obviously Rainbow Dash has develouped a bed wetting or bladder problem, and now Fluttershy is trying to get her to wear her diaper. Ofcourse Dash isn’t going to wear one.
