Basically. You can have longhaired chihuahuas, but their coats have a more “silky” texture than a Pomeranian’s characteristic “powderpuff”, due to the latter having a thick undercoat. Pomeranians also have smaller ears and their heads aren’t as bulbous, but in this case it’s hard to tell due to the sheer amount amount of FLOOF and the artist’s style.

I know the artist said they made her a beyond-fluffy chihuahua but (aside from temperament maybe) isn’t that basically a pomeranian?
