A filibuster is a practice in the Senate that allows a Senator or a group of Senators to stall a debate by basically never shutting up. As long as the Senator keeps standing and keeps talking (about anything at all), then the Senate requires a 2/3rds vote to make them stop. Since filibusters can contain any material, they often end up talking about random things that have nothing to do with the actual issue at hand (having run out of relevant areas of discussion fairly early in).
