Actually, Photoshop CS2 is completely free to download and does have that feature.
Agreed, until sigh sues Microsoft to add a black-outlined font to Windows so that MS-Paint can write white letters with a black outline, there isn’t really a way for many of us to do it. Or sue Adobe to have a free copy of Photoshop declared a civil right.
