Fuck, I’m late…anyway:  
Yeah it kind of isn’t a crossover,then it’s more of a Shout-out/reference…or for the more pessimistic/mean bunch:Knock-off.
 
Retellings/Fusion fics with different characters never sat well with me,unless the plot has significant changes from the original.  
Maybe a settings change, but even then it’s not by name and it’s mostly  
“Equestria became like the world of Fallout” ,no direct intervention from the Fallout world,or even connecting them(past/present/future) so in essence,the Crossover Tag becomes pointless.
 
Hell,some of the only reasons we want crossovers is to see how different characters/worlds react to eachother or some of their elements
 
Though I have to admit,it has interesting characters and stories,it should be called more “based on Falllout”,instead of a crossover WITH Fallout

Wait. What? Are you guys saying that something must include more than just the notions and name of things to be a crossover? Cause then Fallout Equestria is fucked.

But I don’t think he is the Death of Disworld,being based on him doesn’t make it a crossover.  
Also it’s based on the ‘Mort takes a Holiday” fic, which it says in the description.  
Sure,the Concept is similar(possibly he’s inspiration),but anyone who knows Death can tell is VERY different from Mort in the fic.

Because, presumably, Death from the Discworld series is the one playing whatever board game that is with Luna.
 
Therefore, we put a tag in for the series he’s from.

Why does this have a Discworld tag if it doesn’t have anything to do with it?(besides the “Mort” thing)

“Mort” is also the name of Death of Discworld’s “apprentice”/son-in-law, as well as the book he appeared in.
