No, it’s a trace. At first I thought it was a sight-trace (where you try to recreate a pic you have in front of you but don’t trace it, a technique that at least has some artistic merit), but this is too similar to the original to be anything but an out-and-out trace.
Worth noting that the artist did not give proper credit to Raccoon-kun, which is a no-no and should earn him a shunning.
