Exactly. They designed Stormwalker’s animation model first. But then Stormwalker’s part was cut from the script before Cloudchaser’s animation model was even designed. So since they already had a really awesome pony design they needed to find a use for, and Cloudchaser needed a design…
 
The way the Flash models work in their system the ponies consist of hundreds if not thousands of files, named for the pony, body part, and animation. There just wasn’t any point going through and changing the names of all those files; the animators simply know that whenever you want to put Cloudchaser in something, you use the files called Stormwalker. But when they needed an image for the book, nobody realized it was necessary to tell the illustrator that the picture named Stormwalker had to be captioned Cloudchaser instead.
 
It probably also explains why her cutie mark changes to Cloud Kicker’s on occasion. She’s the same color as Cloud Kicker, so a lot of her body parts were probably copied straight over and just renamed to Stormwalker to save time. They probably weren’t really 100% done proofreading all the flank shots to Stormwalker’s shooting star when Stormwalker was cut from the script and they stopped work on it. Then when they re-used the model for Cloudchaser, the animators never knew the character designer hadn’t debugged the last 1% of the parts.

Actually we do know where the name comes from. There were originally a Cloudchaser and Stormwalker but they decided early that only one was needed and gave the pony design, originally meant to be Stormwalker’s, the Clooudchaser name. The writer looked at the filenames for the design and named her such.
