Well, as long as we’re being technical, cold is not a “temperature” at all, but an adjective that refers abstractly and subjectively to a hypothetical mean, or “ideal” temperature.

Well, it depends. If all heat in the area is evenly distributed, then the balanced temperature may be cold. However, in a temperate climate, there really is no balanced temperature, at least not on an annual basis.
