^ Officially it is a hardware problem, the PS3 has not enough RAM to handle Skyrim so good… the PS3 already hat MAJOR save problems with the vanilla game, they are only now able to bring the DLC after Upgrading their engine and improving memory management.

It was less Bethesdas fault but more “sony’s” fault for equipping the PS3 with so little RAM.

At least that is their official statement.
