Little bit of a stretch maybe.
Never seen it; I was thinking of the card Neck Snap in MtG, specifically the Lorwyn set’s card art. Complete with a flaming magic garrote wire held by two flying merfolk.
It makes sense in context.

For some reason, I’m reminded of Slash Harukens from Code Geass.
My thoughts echoed well.
I could also see them making use of wires strung between two pegasi, with bracers on their forelegs as anchoring points. Two high-speed pegasi zipping by with a wire held taught between them? That’s a decapitation, right there. If not, then at least strangulation.
I could easily see Earth Ponies using spears, though, especially the Boar-sticker style of spear, with the prongs on either side to catch the enemy. It’d prevent charges from running them down, and give them the fortifiable position and advantage for their own charge in response.
But Flying-types are weak against Electric-types.
Joking aside, I can see where you’d get that. For a powerful pegasus like Rainbow Dash, Lightning Dust, or any of the Wonderbolts, something like electric claws would seem logical. I mean if you think about how they supposedly fight (assuming the Wonderbolts are part of the military), spears, swords, or similar weapons would be cumbersome to fly with, especially at top speeds. Claws would leave their forehooves free while still giving them a weapon, especially if they are made to be aerodynamic.
They could be magically imbued to cause poisoning, catch the stricken foes on fire, or electrocute them, though the most likely of those is electrocution, as pegasi are shown with a marked resistance to electricity.
That’s probable too. Though it would still only have the support of one’s “wrist” instead of one’s “forearm”. I guess it would really depend if the soldier’s weapon is meant more for offense (small weapon like in the drawing would allow for more flexibility) or defense (larger armor piece can block attacks more easily). For a pegasus, perhaps the former would be more likely.
they could be held to the hoof by the same force that lets them pick things up. After all, ponies often simply lift things with the bottoms of their hooves as if they had a finger-based grip.
In that sense, probably not. They would need either need to be real claws, or need to be longer with a strap of some kind holding them in place. Something like this.
Still, art is very nice and I like how Twilight’s armor looks like it’s styled after her coronation dress.
I still don’t think it would work. Any force applied to the claws would tilt the shoe away from the hoof.
Probably not if you’re a pegasus.
