Garble is a bully, little more. Think you’re blowing his character out of proportion to make a point. All bullies make threats, few follow through. Until Garble does more than toss a rock at a dragon (which isn’t very intimidating considering dragons, Spike included, can survive literally falling in lava and getting flattened by rocks, as Garble, himself showed in Gauntlet of Fire), then it’s no less a tautology to say Garble is a wanna-be murderer than it is for me to say Sludge is a hop, skip and a jump away from being a predator. As far as the phoenix reference goes, dragons are predators and would probably eat phoenix’s if given the chance. I think it’s more accurate to say Garble is a generic, aggressive dragon with sadistic tendencies than it is to label him a wanna-be murderer.
 
But hey, that, too, is just my opinion.

Take out the TV Y rating and change his motivation from laziness to hunger, and he’s some poor homeless guy who stole a loaf of bread from a rich baker’s naive son. But which is closer to what he actually wanted: Some food and shelter he didn’t/couldn’t/knew he couldn’t pay for? Or to fuck Spike up the cloaca?
 
Yes, if you change the circumstances to make him literally a pedophile then he’d be literally a pedophile, but that’s a tautology. If you change the facts to make him literally Hitler then he’s literally Hitler too. And potentially literally Satan as well with but a different change of facts. But in the actual show, the facts are as they were in the actual show. He literally wasn’t anything worse or more serious than some hungry ne’er do well who stole some food and lodging through petty fraud. He didn’t even do it for the purposes of hurting Spike. He’s not a good guy by any means, but he’s far too unimportant to be worst anything. He’s not even worst con artist; either of the Fl*m brothers alone, not to mention Gladmane, are worse than him.
 
It’s established Phoenixes are sapient life forms. Ponies too, even more obviously. And of course Spike, who Garble also actually wants to injure or kill in revenge. Garble is a sadistic wanna-be murderer. Sludge is just a self-centered douchebag.
