That’s a fair criticism though. I wasn’t going for specifically sexy, in this, but you make good points, especially about the underwear. Her expression here is more supposed to be peaceful and simply happy, rather than smug though.

I’ll try some constructive criticism:  
• What made your other work so popular was probably her embarrassment and cuteness – here, she might just look too smug.  
• The small and thin panties also contributes towards sexiness than cuteness. If she wore something less sexy, like hipsters, or boyshorts, then the effect might work.  
• The flat design also made it clean. All the additional lines here just makes it sharp, and not smooth and cute.  
• Tanktop or Training bra; and small breasts to make her look young and cute. You got that one down nicely.
 
Or might be just me looking for pictures of Fluttershy being young and cute in underwear.
