From a physics and logical standpoint, that’s just asinine and from a story telling standpoint it’s a lazy device you use when you’ve accidentally made an antagonist too strong and you need the good guy to win for the sake of the plot.
 
Also when UI worked the first time Goku had PLENTY of energy. Even with the energy given to him by Frieza and Vegeta he wasn’t even standing.

first the ultra instinct works when precisely when you have no energy and is seriously hurt that allows you to “break the limits” but only for a while  
do not forget that frieza lend you energy  
goku in namek when it became ssj and since it increased the strength and endurance the fatigue by the kaioken disappeared is more or less the same

I get that if he got the stimulant while being at moderate to full health/stamina. Goku going SS for the first time wasn’t facedown on the floor, he still could fight. Same with Gohan going SS2 against Cell. Goku had no power to muster and no business even standing up, let alone just having a power-up that made Jiren, the strongest fighter in the tournament his bitch.
 
They really should’ve had Dende on the team as a healer, at least then I could accept Goku and Vegeta just getting up over and over so easily without senzu beans. This tournament was a total mess. (17 MvP though).

more or less first he had to be hit by goku UI Mastered  
to later be very hurt and tired  
Goku had already learned the basics of ultra instinct in his training with whis only needed a stimulant a very powerful enemy

How so? Jiren’s like the one character that just got weaker as the tournament went on (I have no idea why either, he’s the only one who conserved his energy, never went all out and even meditated, yet Vegeta, Goku and Frieza went all out several times and were defeat/damaged several times throughout.
 
From what we’ve seen of the tournament. Jiren was actually WEAKER in this form.
 
Don’t even get me started on how Goku pulled Perfect Ultra Instinct out of his ass with no stamina and being critically injured.
