Fair enough. Morpha can’t have been the one who froze Zora’s Domain, ‘cause 1) she’s all the way over in Lake Hylia, and 2) Zora’s Domain doesn’t unfreeze when you kill her.  
So, if it were possible to talk Morpha and convince her to lift the curse and behave herself, I don’t see why she wouldn’t be allowed to inhabit the lake. Or maybe she could inhabit the fishing pond, become a tourist attraction, bring in more business to the fisherman than one customer twice in seven years.
