Canada participated. Canada did not organize any of the events, nor any of them took part in Canada. The events were all played in countries that were members of the Warsaw Pact or allies to the communist bloc, exactly like the picture states. Like the boxing event was done in Cuba, for example.
The Friendship Games are also, apparently, an event organized by the filipino-american college community since 1985.
