I think it’s correct.
My best guess is that they’re tourists. They officially “live” in Ponyville, but more often than not they’re traveling somewhere.
Oh lord, only now I realize it’s the CMC.
That is also a distinct possibility.

Actually, it’s He-Man (Snips) and Skeletor.
I’m still wondering how earth and pegasi ponies manage to wipe their butts with toilet paper.
Snips looks like a roach of some sort. I can’t make out Snails very well, he almost looks like he’s dressed like Survival Shy from S3 Trixie episode, but could be pretty much any anime character with goggles and a hoodie…
Didn’t we see their dad in One Bad Apple & both of them in Inspiration Manifestation?
I knew we also saw her room upstairs in a house that wasn’t the boutique in For Whom the Sweetie Belle Toils, and it helps that its identical to the one shown there.
Looks to me like He-Man (snips) and Skeletor (Snails). Not a lot to go on, but snips is rocking a brown fur speedo and a blond mullet, and Snails has a black hood and boots (which are about all skeletor wears).

They live in Ponyville. We saw their house and Sweetie’s room in One Bad Apple:
