That ought to be pretty attainable, and with a respectably powerful engine, too, considering V-6 Chargers and Mustangs are both rated over 30 highway.
Good point, I’m sure there are many of those engines around. I was initially thinking of a 2.8 (4 Cyl.) Cummins Turbo Diesel + a Manual transmission, maybe with a column shift though. That would be a big boost in efficiency and power just with the engine, the 2.8 TD is in newer Colorado pickups and they can get 24-29 MPG in them easily.
Didn’t these cars briefly appear in North American markets in the 90s only to quickly disappear due to the extreme lack of demand for subcompacts back in the day?

They weren’t the best. But they were unique.
