Who gives the badges? Mods? Or is it automatic?  
Where? Are there certain threads in the forum that you have to post it?

Mods give the badges, it isn’t automatic. If you think you or someone else might qualify for a badge, this is the very thread to mention it in.

For the collab, I drew my friend’s OC and my own design, and then someone else vectored both to put into the collab itself, does that mean that I’m eligible for the Toola Roola badge?

It was tagged correctly and highlighted in the description, so you should get Toola too. Just point this out to a mod.

Fixed. The way I awarded the badges used a script that looked for artists with more than one submission under their name. So if there was only one image, they were likely missed initially.
