High risk IPs are IPs that are listed by Spamhaus or some other services we check with as having hosted or currently hosting open proxies or other potentially-malicious software/network tools. We’ve had serious issues from IPs that have been hijacked in the past - this is effectively a barrier to easy automated attacks on the site. There are two sets of lists - one which is a bit over-twitchy but catches the most problems, and which can be avoided by simply logging in to an account - and one which is only really dodgy IPs (Tor exit nodes, for instance) that require an administrator to add your account to a list of trusted accounts before you can do stuff.
