It’s very similar to vectors of screencaps. If people are working from references of the show, that’s fine - their creations are considered transformative copyrights, so they are unique and stand on their own.
If someone does the same from a fanart, we treat it as a trace, and it is treated as a derivative copyright.
The example that you gave is fine - if people are referencing from the show, whether they’re using a traditional media, digital pixel art, creating 3D art, vectoring, whatever, if the source is from the show it’s fine.
Where this sometimes becomes a problem is that we periodically run into two artists who referenced the same screencap, and folks misinterpret it as one artist tracing another artist.
