This seems to be equivalent to what a few contributors here on Derpibooru have begun using the term “living art” for, so these tags should be aliased.
While the term “living art” is rather poetic, I believe outside of Derpibooru “cinemagraph” is the much more pervasive term, so that should be the target of the alias.
Cinemagraphs are still photographs in which a minor and repeated movement occurs, forming a video clip. They are published as an animated GIF or in other video formats, and can give the illusion that the viewer is watching an animation.
