Young / Student Six - Foalcon, or not?

I’m confused.
 
In “foalcon” tag description it’s said:  

 
But on the site I see a lot of inconsistency all the time.  
For example, Smolder is often not tagged as “foalcon”.
 
I mean when it’s not stated by an artist that characters are aged up.
 
Can we get a clear definition finally?  
Because I don’t even know what arts to report for inproper tagging.
 
Are these creatures underage or not, by the site’s staff’s opinion?

(By the way, personally, I believe that Smolder and Ocellus are underage for sure).

The foalcon tag is used based on the appearance of characters in the image. You should not go about tagging things with the assumption a given character is underage until an artist explicitly says they are not. By the same token, you should tag foalcon when a character looks underage, even if they normally aren’t.  
To be clear, I must expressly warn against blind “what I know” tagging. What matters in tagging is primarily that searching and filtering work correctly, and it would be a serious issue if people searching foalcon instead found normal porn while people searching normal porn instead found foalcon because you had decided that one character is foalcon and another not.  
I must especially point out that I believe many artists age up Smolder in appearance to remove the problem of it being foalcon, and thus tagging their artwork as foalcon just because they didn’t expressly say it would likely greatly upset them and those who enjoy their artwork.
 
Now, the assumption with who is underaged in the show is that it’s the ones who are noticibly smaller than all known adults of their species, which happens to be the females of the Student 6. This is, however, only useful information when something is pretty close to show accurate.
