Plus there’s the issue that Soundwave would NEVER work with the Grand Diamond Authority due to Homeworld’s strictly enforced caste system being very similar to the corrupt Functionist regime of Cybertron that Megatron and the Decepticons rebelled against in the first place (I’m using the canon of the IDW comics here).

Oh yeah, definitely. Bill’s probably the only one there who could actually keep up with Flowey in both power and manipulation.
 
Then again, some of the Touhou fandom like to think that Rumia’s hair ribbon is a limiter of some sort, and removing it will turn her into some terrifying monster with unrivaled power. Maybe that’s what this author is going for?
 
(I seriously hope not.)

I mean, if Flowey’s Mastercwas Bill Cipher I wouldn’t have much issue.

Rumia is a character from Touhou, a series of top-down bullet hell shooter games. While the series has some truly overpowered characters, with people who can eat history, manipulate boundaries (including metaphysical ones like the ‘boundary’ between boy and girl, dreams and reality, life and death, etc.), or even just fly out of all physical planes of existence altogether, Rumia is not one of them. Her power is that she can surround herself in darkness. True, absolute darkness that light cannot penetrate. That’s it. It actually works against her half the time, too, since she can’t see through it either. The fact that she constantly has it up and often runs into trees because of it has led to a lot of portrayals of her being mentally challenged, and thus teamed up with other ‘idiot’ joke characters in the series. And frankly, there’s nothing in the games’ canon to disprove such portrayals.
 
That is why I believe she shouldn’t be in a position of command over anybody, much less someone like Flowey.

I think in Adagio’s case, the question is why did she accept being an apprentice? Even if it was perfectly justifiable to make her one, I think her pride and her need be in charge would get in the way of taking the offer.

Because he REALLY doesn’t want people more powerful than him to come after him? He’ll even run to one of the people he doesn’t (like King Asgore) when someone more powerful than him appears (like Chara). And if that fails, he’ll beg and try to sweet talk said person.

I can get why they are apprentice. Crona is to laid back and pacifistic to be anything more than a pawn, and they would go really well with someone who can possess people like bill cipher. Monkey fist and adagio would be apprentices because there pretty much a mindcontrolling bully and a martial artist( i think) who need training to be on the level of villains like soundwave. And flowey is probably either manipulating his way to the top, or he’s having some fun.

They feel that some of the villains shouldn’t be at the apprentice level or because of their character, motivations,and personalities they shouldn’t be here. Which I can understand. Though, the ranking doesn’t bother me too much because I’m just here to see the characters from different verses interact with each other.
 
Where else am I going to see Crona deal with Frisk or Adagio deal with a chubby fourteen year old boy with gem powers?

I don’t know what you guys complaining about. The enemy of my enemy is my friend and who said that all those guys don’t have their own agenda?

And by being around Soundwave, she risks being recorded. With her voice safely copied to sound files for his own use, he may then decide that the headstrong siren herself is surplus to requirements.
