Maybe. I’m not all that familiar with this meme. A meme, or more like a joke, that I’m familiar with is doing something crazy or stupid, and saying “I learned this back in Nam!”
I think that a mile stare or ptsd it fits, too?

I think it is whenever a character or person has a very distressed face or emotional state, people will parody it by giving them a “Vietnam flashback”.
