Yeah, I headcanon Griffonstone as an unincorporated territory, like Puerto Rico. Considering their current economic circumstances, yes, definitely like Puerto Rico.
also Gilda attented to RD’s school and equestrian railways is serving them. Griffonstone is propably an autonomous part of equestria.

Not just referring to Twilight’s “coolest kingdom in Equestria line”. We also have the griffons at the Equestria Games, and the griffon delegate in Princess Spike.
Sort of how the USA is called “America” in shorthand, even though “America” is actually the entirety of both western continents?
That’s how I see it too.
I like to think that Equestria is also the name of the continent as well as the country, at least to pony mapmakers.
Going off of in-show evidence, I’d say it’s considered part of Equestria. Comics seem to treat it as separate, though.
Probably the same way the Crystal Empire is an empire.

Yakyakistan = North of Equestria

It’s Celestia’s thoughts, and so not necessarily meant to be taken literally.

And that’s obviously Tony’s cover art, so the typesetter might have gotten screwed up. We do know covers are often produced before the final comic is inked and colored
In the iTunes store that cover says “Whitley - Fosgitt - Breckel”.
Sometimes early mockups have mistakes.
