Something about Luna’s uniform is very… familiar. I don’t know. I’m seeing a mixture of Nazis, M. Bison, and something else there. But from an older era. Must be the sword and cape, I guess.

As for Gilda being a jerk through and through no one focus’s on that alone. All you ever hear is she yelled at Fluttershy,in 90% of Angel Posts on this site all you see is people saying they wish he would die and there is plenty of Gore art.
 
Fluttershy does something worse and she was mislead, others do something minor to Fluttershy and gore art and hate comments. That is a fact.
 
Queen Chrysalis tried to conquer Equestria, Discord sucked the good out of every pony, not much revenge art there. Hell there is a ton of justification art instead. Diamond Dogs kidnap ponies, less revenge art then Gilda.
 
Do anything to Fluttershy and “You are evil and should bleed”, Fulttershy does something wrong “Oh Shy you are so quirky, also it is not your fault lets find you a scape goat”.

It’s no use defending Gilda, she’s a jerk through and through. Fluttershy is not a jerk. She was misled for a while by Iron Will, who very specifically singled her out as a demonstration to the rest of the crowd. She was used by the guy, in an episode which, as I already pointed out, was rather inconsistent with the rest of the show. You yourself said that Angel too was out of character, and I would have to agree. He was always rebellious and impatient, but never outright abusive.
 
I would also once again reiterate that Fluttershy’s “assault”, as you put it, was done for slapstick comedic purposes and to show off the effect of Iron Will’s so-called lessons, not to portray her as inherently being a violent bully.
 
If you’re going to understand why people respond the way they do, you have to see what they’re looking at. It’s not that Shy is adorable and Angel isn’t, after all, he’s got his own cuteness in a way. But far more than him or Gilda, Fluttershy has a sense of empathy. That’s why she became so remoresful when she realized what she was doing. Have we seen such a 180 from Gilda? No. And that is why she remains disliked.

200 other ponies saw that lecture and didn’t go nuts, even Iron Will didn’t push ponies around for no reason, just Fluttershy.
 
As for Gilda she didn’t assault 1 pony at all. She simply yelled at Fluttershy which in itself is a dick move and swiped an apple. The fandoms reaction is and has been pretty much bonkers on vilifying her acerbic attitude.
 
Heck in putting your hoof down everyone seems to blame Iron Will. You call it out of character but the amount of Angel Gore that popped up afterwords was ridiculous and he was acting far, far OOC. Suddenly hitting Fluttershy when he was up till that point and after Fluttershy’s helper and played the straight bunny so to speak to her antics. Suddenly Gore!!!
 
The truth is if you are cute you are forgiven, if you are not you hated by a very large chunk that draws hate pic after hate pic and writes gore fic after gore fic whilst explaining away anything cute characters do wrong.

Looking back on it, Putting Your Hoof Down was kind of an OOC mess that completely disregarded Fluttershy’s entire established character just for laughs. There’s little justification for the writing of that ep. Still, we can say that Shy didn’t mean to be cruel, she was simply doing what she was being told would make her a stronger individual. Again, that doesn’t make it alright, but Gilda is different in that she honestly made a point of being insulting and mean whenever she got the chance.

So by that logic Fluttershy deserves a ton of hate art too because she drop kicked that innocent tourist into a bell tower which was worse then what Gilda did by like x8.

As for Philomena, this difference is that Gilda was intentionally abusive and nasty, whereas Celestia’s pet was simply goofing around. It was still wrong, just not as mean-spirited.
