Yes she can. Think back in Convocation of the Creatures from the comics. After the Storm King was defeated/dead, the hippogriffs/sea ponies are lucky to be part of both worlds now. Because their home is both in the air and in the sea. this two-part story arc is set between the movie and Surf and/or Turf.

DHX takes care of the writing portion of the show  
Top Draw Animation animates, creates the puppets and backgrounds and strings it all together, it then gets shipped back to DHX where the final piece is the music and voice.

I don’t know, I see differences. The top picture puts more emphasis on the ceiling of the cavern – the floor isn’t shown, and all the buildings are clustered way up high like a huge candelabra – which is also where the seaponies were shown living and hanging out in the movie. By contrast, the bottom one gives the idea that Seaquestria’s activity is all on the bottom, with little attention to the top of the cavern.
 
Plus, the buildings in the top picture are all clustered very closely together and at the base of the central stem, and are close to the surface of the rock and hug the ceiling very tightly. The ones in the bottom picture all hang separately and at the end of long stalks, so they seem quite a bit further away from both the cavern’s ceiling and each other.
 
It may also be just me, but the cavern in the bottom picture also looks smaller.
 
It may just be because this is a single still image, and the final result will be different, but right now the impression I get is that the show version of Seaquestria the actual seapony settlement is on the bottom, and the glowing structures look more like lamps than houses. Which, I’m aware, is certainly not what is intended, but that’s the visual impression I get.

I understand fantasy architecture but lord someone needs to tell Equestria and it’s neighbors about proper fortification.  
Canterlots a disaster away from sliding down a mountain, enemy army or not and this isn’t any better.

Both versions of the city don’t look to different from one another.
