Well, Cosmos was scrapped in the film. And his role as was replaced by the Storm King in the final film. But then two years, they later created a character named “Cosmos” who is a draconequus-like creature that is the main antagonist of the four-part comic story-arc, “Cosmos”.

They did indeed made Storm King as the villain, but Cosmos didn’t evolve to him. Cosmos was instead evolved as Tempest
