They used Chancellor Puddinghead’s build for male ponies before (Zesty Gourmand has a slightly different build, she doesn’t count) and since they lack eyelashes, pretty sure they’re a stallion. A really really really ugly stallion, but still a stallion!

Because it’s hard to capture zany energy when posing for a portrait that takes dozens of hours to paint. You didn’t think this was a photo, did you? Heck, I’m impressed she managed to hold that smile that long.
 
Also, this Puddinghead looks to be several decades past peak energy, so there’s that consideration.

Just because Chancellor Puddinghead looks like that doesn’t mean their not a very fun pony to be around with, also I think Puddinghead a stallion like Clover. Eh who knows until someone from the staff confirm all the founders looks and bios.
