The difference is that he did all those things LONG AFTER he was given multiple second chances and plenty of patience and the methods he used to try and keep the trio under his control and the fact that he had the gall to suggest and even beg for their punishment at the end.
If this was shortly after he was given a second chance, then it would be much better but as it stands, he and the princesses come off as hypocrits for not trying to reform the trio and Discord as still being very much a danger to Equestria.
Besides as much as I like Discord he was a selfish asshole in matter of principles and should have been the one to apologize to starlight but this situation is different,
S9 discord in canon was trying to be a supportive friend in making sure twilight was confident enough to rule equestria in a misguided attempt of trying to do what he felt was right for the greater good of his friends and once he was made to realize what he has done wrong, was determined to atone for it. Fanon: hes a irredeemable terrorist!!

I feel like he was held fairly accountable they were on his case pretty much all of part 1 and didn’t even forgive him after he apologized it isn’t until he frees starlight so she can free the other prisoners and stayed behind helping hold off the 3 so the mane 5 and spike can save EQ in a situation that could have costed his life for the sake of others that they forgive him.

I didn’t say I would u shouldn’t which is Why discord was called about for it, im just thinking from the perspective of a spirit of chaos, causing chaos to achieve a good end. Discord would be evil just evil that cares about friendship if the ones he planned to condemned weren’t quite literally supervillains. With that in mind he falls into antihero id say unscrupulous hero territory not evil.

At this point he’s been given a lot of chances and lessons, yet he still does stuff like this.

Had the trio got the same lenience he did, I have no doupt that they would eventually start trying themselves. Without Fluttershy not giving up on him, where would he be now? Either as a statue or a villain just as evil as he was a thousend years ago.

But what he did WAS downright evil.
