I will say that S9 Tirek was really toned down from S4 Tirek. But they still kept his usual personality in tact. He was still the cunning and brute of a villain as back then, but now he was forced to work together with others knowing there was no other way around it, so he settled down a bit to be able to do so. On his own, he’s still the same as S4.

Tirek is actually the smartest and most intimidating one of the 3. Just take S9 E8 as an example where he knew exactly that he can’t succeed on his own, and rather than being an idiot who pointlessly make an effort, he decided to do nothing and just observe everyone’s failure and use that for his advantage.

I don’t think he’s “dumb” now, (and that screenshot is soooo out of context) you seem to be forgetting the part where he outsmarted Chrysalis & Cozy, not to mention, planning on betraying the “bigger bad” Groger. Whom is basically the MLP equivalent of Thanos.
 
Tirek’s still a pretty competent & sneaky villain.

Really? I mean, he’s definitely played for some laughs, all of the villains are here, but he’s still portrayed as being pretty smart, he was the first to realize just how impossible scaling Mt. Everhoof alone was after all.
