The creator Akira himself even admitted it that he wanted to change the pace, around the time of 90s (when Diamond is Unbreakable Manga first released), the popularity of muscle men started to decline, from there, he starts to slowly shifting, and in Part 6 (the final part of main timeline) we even get a main female protagonist, but even in that part muscle men are still present but not as many as before.

Probably a reference to how Jojo designs in general went from muscular to slender as time went on. Around about Diamond is Unbreakable if I recall.
