Izzy didn't do anything to the town, it's just their paranoia towards Unicorns getting to them, she couldn't even hurt a fly due to her pinkie pie like personality.
plus I forgot to say that attacking someone while they're defenseless would be considered a war crime irl, which I'm well aware that a British soldier spared Hitler's life during WW1, and was wounded too(I'm not making this up, he really did spared his life), if he didn't then he would commit a war crime and likely change the events of what happened after that war.
