I didn’t hear anything about a prior arrangement. Dash would have said something like “You promised!” or “We had a deal!” if that former were the case. It sounded a little more like a bit of manipulation to me.
Dash deserved it for entirely unrelated things. Fluttershy should have stuck by the apparent deal they had going, where Rainbow Dash joins her for the butterfly migration, and she joins Dash for the dragon migration.
Granted, that might’ve ended with dead dragons when she found out what their young do to the eggs of magic birds…
