It doesn’t matter if he takes advantage of them or not.  
The point is he HAS all those attributes, while all dog Spike would have over him is an enhanced sense of smell (assuming dragons don’t have that too).
 
A creature with extremely thick scales that will only get harder as he ages, fangs that can crush diamonds like candy even as an infant, and is unnaffected by any form of heat, IS stil all those things even he never has the need to exploit them.

1-syllable adjectives: add -er to the adjective  
2-syllable adjectives ending in -y: change the -y to -ier  
Other 2-syllable adjectives: use more with the unchanged adjective
