Pretty sure you could do it if you, instead of it soaked into the cloth, it’s pooled into the cloth like a bowl and they inhale the liquid form.

Nah, even if there is chloroform on it, nothing would happen beyond Flutters feeling a bit dizzy, because chloroform knocking out people in seconds is a film trick. You need much more than just a bit of it on cloth to knock someone out. Maybe it’d be enough for a small rabbit like Angel, but not for a full grown pony. Never.
