well, telegrams supposedly exist, which means telegraphs exist. it would stand to reason that phones are a relatively recent invention and that only really rich people or well-to-do businesses have them. between season 1 and season 2 they went from pulling trains manually to having them actually run. in this comic it makes sense because cadance, as a princess, would have a ton of money, and even if it’s twilight’s house it’s kinda been implied that twilight is the kind-hearted, upper-class, sheltered “white”(meaning race-wise she is of the race that is canonically in a similar position to caucasians) girl of the group.
 
if any civilian family would have the money for one of the more practical inventions of the industrial revolution that the ponies are obviously going through right now it would be the upper-middle-class to upper-class ideal nuclear family twilight sparkle has.

Like I said, it’s your opinion. I see no evidence that the writers themselves consider phones a thing - at least not as of yet. Shining has been a character properly introduced to the show since season 2, not a one-time background prop.
 
Now, if the writers decide to actually make phones a thing from now on, that will be their call, and what I think won’t even matter.
 
So yeah. I think that’s all I had to say about horses and phones XD

I personally don’t find phones to be at all disharmonious.
 
I assumed that phones didn’t exist until I saw one existing, & I’ll keep on doing that unless an official source says that they don’t.  
Twilight never brings up her brother, but Shining totally exists.
